In a multifaceted career spanning four decades, he has worked both sides of the government relations table as special assistant to an official Opposition MP; policy advisor, press secretary and director of communications to two federal cabinet ministers; and as a senior government relations executive.

Massimo has achieved an enviable record of success on behalf of respected organizations; raising their profiles, strengthening their positions and building their capacity to help them achieve their strategic goals and priorities.

Serving on the senior leadership teams of the Canadian Museums Association National Airlines Council of Canada, the Federation of Canadian Municipalities, the Canadian Trucking Alliance, as well as of Canada’s Accredited Zoos and Aquariums, his expertise, insights and leadership helped transform these organizations into sector-leading players with the administrtative foundations and the reputational, political and social capital necessary for success.

Massimo has been at the forefront of many significant policy and advocacy successes, among them:

  • Fostering critical rural/urban policy and political consensus on the New Deal for Cities
  • Creation of the $ 2B federal Gas Tax Infrastructure fund
  • Canada’s first long-term infrastructure plan (the Building Canada Plan)
  • Establishment of the headquarters of the NAFTA Commission for Environmental Cooperation in Montreal
  • Repeal of a Clinton administration border tax that penalized Canadian truckers

  • Federal and provincial funding for the Capital Regional District (Victoria, BC) wastewater treatment plant
  • Adoption of new provincial rules governing the care of exotic animals
  • Halting the federal plan to privatize Canada’s largest airports
  • Securing the safe passage of 180 Afghan human rights activists from Pakistan to Canada

An early advocate of the disruptive potential of digital media, Massimo has applied lessons learned while leading successful traditional media campaigns to today’s more complex communications ecosystem; adapting strategies, tactics and content to reach the right audiences with the right messages, at the right time.

An engaging speaker and facilitator, Massimo is a frequent conference speaker and panelist specializing in aviation, infrastructure, and trade and transportation policy.  He has conducted training seminars on government relations and advocacy, communications and digital media engagement for organizations and individuals in Canada and abroad.
